PAY RANGE: $90,846.80 - $124,914.65 Annualized

JOB TYPE: Full-Time, exempt from overtime. Regular business hours are Monday – Friday, 8am – 5pm

JOB SUMMARY/PURPOSE:

The Staff Services Director oversees procurement, distribution, fleet, and facilities. This role involves strategic planning and execution to ensure that these services and supplies are efficient, cost-effective, and capable of meeting organizational needs. Key responsibilities include, but are not limited to, inventory management, budgeting, logistics planning, facilities maintenance, fleet maintenance, and staff associated with these functions.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

  • Oversees the Agency Procurement and Distribution Operations
    • Oversee activities related to strategic and tactical purchasing, material requirements planning, controlling inventory, warehousing, and receiving operations to ensure timely and cost-effective procurement and distribution of materials
    • Supply chain operations
    • Define performance metrics for measurement, comparison, or evaluation of supply chain factors, such as product cost and/or quality
    • Implement new and/or improved supply chain processes to improve efficiency and performance
    • Procurement
    • Logistics
    • Inventory management
    • Employee uniforms and equipment issuance
    • Distribution Center management
    • Lead and manage procurement and distribution teams, including hiring, training, and performance evaluation of staff
  • Oversees the Agency Fleet Operations
    • Oversees and coordinates fleet maintenance, repairs, and acquisition of vehicles and equipment to ensure fleet readiness, reliability, and minimize downtime
    • Develops and manages the fleet operational expense and capital budgets
    • Maintains relationships with vendors and negotiates contracts for fleet purchases and service
    • Oversee activities related to purchasing and receiving of fleet parts and supplies
    • Disposition of fleet assets, including end-of-life vehicles
    • Fleet management strategies and budgeting
    • Compliance with legal and regulatory requirements related to fleet operations
    • Lead and manage the fleet and mechanics teams, including hiring, training, and performance evaluation of staff
  • Oversees the Agency Facilities Management Operations
    • Manage the functionality, comfort, safety and efficiency of the facilities
    • Manage the overall facilities budget, including forecasting and approving maintenance expenses
    • Coordinate facilities operations including maintenance and repairs, space planning, and office moves
    • Plan and manage facility renovations or relocation projects
    • Inspect buildings’ structures, systems, emergency generators, and infrastructure to determine the need for repairs and renovations
    • Lead and manage facilities and custodial teams, including hiring, training, and performance evaluation of staff

REQUIRED EDUCATION:

  • Bachelor’s degree, preferably in Supply Chain Management, Business Administration, Logistics, or a related field and 10 years of combined progressive experience; OR
  • Associate’s degree, preferably in Business Administration or related field and 12 years of combined progressive experience; OR
  • High School Diploma and 15 years of combined progressive experience

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Extensive experience in supply chain management, fleet, and facilities
  • Technology experience with fleet, inventory control, inventory management, budget, MS products, and warehouse management systems
  • Strong leadership and management abilities
  • Knowledge of contracting procedures and compliance
  • Knowledge of health and safety practices and procedures, environmental safety practices and procedures, and human resources practices
  • Proven track record of strategic planning, cost management, and efficiency improvement
  • Experience in leadership roles, with a focus on program management and cross-departmental collaboration
  • Exposure to Law Enforcement supply chain operations and technology-driven solutions is highly valued
  • Problem-solving, analytical, negotiation, collaboration, budgeting, and leadership skills needed.

OTHER REQUIREMENTS:

  • U.S. Citizen or possess a current permanent resident card
  • Must have a valid Florida driver’s license
  • Meet all the prequalification’s provided with the application
  • Ability to effectively communicate (verbally and in writing) in a clear, confident manner in the English language using proper grammar

PREFERRED QUALIFICATIONS:

  • Knowledge of Citrus County Sheriff’s Office, Citrus County geography, and familiarity with Citrus County government functions

TRAVEL:

  • Will regularly travel by vehicle within Citrus County
  • Will often travel within the state of Florida
  • Flexibility to travel as needed for the job by various modes of transportation, within the United States
  • Use of Agency vehicle requires appropriate driving history and passing agency driver’s training requirements

WORKING CONDITIONS:

  • Work is generally performed in a variety of settings, including fleet maintenance shop, distribution centers, office buildings, building grounds, and during incremental weather conditions is required
  • Attendance at agency events, including inside and outside events
  • The noise level in the work environment can vary and be loud at times, especially in the shop areas and/or HVAC or generator rooms.

PHYSICAL DEMANDS:

  • Frequently requires standing, walking, bending, pushing, pulling, squatting, kneeling, twisting, reaching, grasping, and climbing steps or stepping up
  • Must be able to lift and carry 10-20 pounds regularly and up to 50 pounds occasionally
  • This position requires the ability to hear, speak English, and see
